Japan Weather Association and Spectee jointly developed the real-time delivery of disaster prevention information through AI analysis of images taken from SNS and weather cameras.
Disaster prevention information obtained through the AI analysis of images will be provided to road maintenance companies, local governments, and other business entities that require such support.
Up till now, quantitative information for determining winter road condition and events that impact our daily life is mostly dependent on human eye judgement or require expensive measuring equipment. Through this joint development, the two companies will develop technologies to obtain information such as rain-snow distinction, snow/road condition, snowstorm occurrence, visibility, etc., through AI analysis of video footages.

In recent years, many abnormal weather conditions have been threatening our lives, and the impact on the social economy is becoming greater year by year. In particular, snow damage due to heavy snowfall and snowstorms during the winter season are occurring more frequently. Snow disasters such as the “2014 Kanto-Koshin Massive Snowstorm” have occurred frequently, causing damage in areas where snow does not usually occur.
It is important not only to distinguish between rain and snow, but also to determine the intensity of snowfall and the depth of snow. If we look at the road traffic, it is extremely important to determine not only the snowfall situation but also the condition of the road surface condition. Furthermore, considering that the actual operation of autonomous driving will begin in the near future, the importance of snow and ice management on roads will increase. It will be essential to have a detailed understanding of the road surface condition.
On the other hand, in regions such as Hokkaido where the weather is particularly cold, there are frequent occurrences of whiteout-related blizzards and multiple-vehicle collisions. Information such as “snowstorm occurance” and “visibility” is essential. In addition, in urban areas with cold weather such as Sapporo City, information such as “slippery sidewalks” is also necessary. This is because the number of emergency transportation due to fall accidents is increasing every year.
The measuring equipment for such disaster prevention information in winter is expensive and still under development. Most parts are still reliant on human eye. On the other hand, surveillance cameras and live cameras are being installed by road administrators, etc. is progressing.
Therefore, the Japan Weather Association and Spectee are focusing on these camera images to acquire various types of disaster prevention information during winter and develop real-time service using the latest AI technology.

Once the event determination or measurement from the video by AI technology is established, not only will the disaster prevention information be provided in real time, the amount of data of the actual situation value will dramatically increase. By acquiring and accumulating a large number of various actual situations, we can expect to advance the development of forecasting technology.
Through this technology development, the Japan Weather Association and Spectee aim to advance disaster prevention support information to road administrators and local governments.
